About the Connecticut Virtual Learning Center
CT Virtual Learning is operated by the CT Distance Learning Consortium. Since 1998, The Connecticut Distance Learning Consortium (CTDLC) has provided services and support to help educators in and out of Connecticut meet the ever increasing demands of developing and delivering effective technology-enhanced learning opportunities for students in higher education, adult education, middle and high schools, and the workforce.
Established under the Board for State Academic Awards, the CTDLC is a division of Charter Oak State College and a member of the Connecticut Board of Regents of Higher Education.
In the Spring of
The vision for the CT Virtual Learning Center includes:
- Dual Credit A/P and developmental courses.
- Flexible course schedules for Credit Recovery.
- Web-based blended curriculum 6-12 (core, electives or accelerated courses) delivered face to face but work can be done in class and remotely.
- Fully online courses 9-12 (core, elective or accelerated courses 9-12), particularly in specialized or low enrollment areas; middle school options will be on the horizon.
- Workforce training courses (in partnership with local workforce).
- Test Preparation.
- Alternative education courses (9-12).
- Adult Credit Diploma Program online courses (CT AVHS).
- Student services including electronic portfolios, online collaborative tutoring, and technology literacy assessment and remediation.
- Online links to virtual resources.
Teachers accessing CT Virtual Learning will be provided with online access to:
- Training for teachers to learn how to teach online
- An online course development template. A learning unit template for project-based curriculum for use in the classroom.
- A database of fully developed, Common Core State Standards aligned learning units.
- A calendar of professional development opportunities.
- Links to educational resources that provide access to professional development opportunities.
Oversight and Committees
Policy Advisory Council
CT Virtual Learning Center was established with a Policy Advisory Council made up of key state of Connecticut stakeholders. This Council agreed upon a set of performance measures for the program and all activities were overseen by a Steering Committee of selected state education practitioners.
The CT Virtual Learning Steering Committee was comprised of skilled education practitioners who collaborated to achieve the established performance measures. Requirements included:
- Curriculum: Review and selection of content options aligned with state frameworks, and Common Core State Standards that comply with iNACOL’s online learning national standards.
- Online Learning Services: Define specific procedures and policies to assure quality instruction; include technology support, defining course start and end dates to accommodate accelerated, regular, and extended time frames; and course registration process.
- Communications and Public Relations: Review Portal concept and categories. Suggests portal content and links. Act as the liaisons between CT Virtual Learning and the school district staff to make program announcements and to vet ideas, concerns and questions.
- Professional Development: Identify appropriate online teacher preparation options and lay out a plan and a schedule to offer this training to CT certified teachers for the disciplines that are offered by CT Virtual Learning.
- Evaluation and Accountability: Coordinate a plan and a schedule for evaluation of the CT Virtual Learning program, its courses, student outcomes and administrative, student data and reporting systems. Suggest improvements and reevaluation process.
